May 17, 2010

The Carman Dufferin Arena renovation has moved forward into its second phase. Demolition work has been completed in the waiting room areas of the A & B side along with the upstairs showers and washrooms. Fire Code Upgrades are being completed currently in the facility.

Currently the plumbing work for the new downstairs washrooms and the 2 new downstairs change rooms is being completed. Electrical work and new walls are being built. The downstairs renovation will be completed prior to June 24th with the upstairs and some other minor work scheduled for after the Carman Country Fair in July.

The outside of the arena will get some new cladding and brick work beginning after May long weekend. The east, north and south will be completed prior to the fair and the back will be done with the ice resurfacing room addition. The addition will be done once enough funds have come in on the fundraising portion of the project.

Nov 25, 2009

The roof replacement at the Carman Dufferin Arena is completed. The lighting on the A side ice surface is installed and ice is being put into the facility. On Monday November 30th at 4:00 p.m. the facility will be open again for public use. Since this is only the first phase of the project there will not be any ceremonies with the opening. Work is continuing that will add new lighting to the dressing rooms, improved ventilation, dehumidification and heat recovery. We would like to thank everyone for their patience and cooperation with the first phase of this project and we are pleased that the facility will be opening for the winter. We are also looking forward to having phase 2 construction begin in the spring with the entire project being completed prior to the fall of 2010.

Nov 6, 2009

The arena roof replacement has progressed to where it is now enclosed. Finishing work on the roof is now being completed and should be done by November 13th. Electrical work is progressing inside and clean-up of the interior is also being completed. The arena still is on schedule to be open prior to November 30th.

 

Oct 28, 2009

The roof replacement is moving along well with half of the south side now completed. The roof replacement is on target. Electrical work for new lighting will begin in areas where work is not taking place overhead soon. After the roof is complete and material clean up is done the process of making ice will begin. At this point the latest the arena should open for public use is November 30th. Every effort is being made to push that date forward and in the next couple of weeks a more exact date should be available. Thanks again for everyone’s patience and understanding during this project.

The north side of the roof has been completed. Work has begun on the south side and is progressing well. The construction company is working to get the roof done as quickly as possible and as close to the target date of November 15th as they can.

Oct 13, 2009

The arena renovation has started again. The Stop Work Order has been lifted and work is progressing well on both removal and replacement. A total of two and a half days of scheduled work were lost due to the stoppage.

Oct 9, 2009

On Thursday October 8th at approximately 1pm one of the workers from Pre-Con Builders fell from the arena roof onto the concrete floor below. He fell a distance of approximately 24 feet. He sustained a broken arm, shattered elbow and a knee injury from the fall. He was transported to Carman Memorial Hospital for preliminary treatment prior to being transported to Winnipeg for further treatment. He suffered no life threatening injuries. After Pre-Con Builders secured the site Workplace Safety and Health issued a stop work order on the removal and replacement of the roof. This order is in place until Pre-Con Builders finishes necessary safety requirements.

A meeting was held on Friday October 9th between FWS (Construction Manager), Pre-Con Builders and Tyler King (Town & RM Representative) to discuss what will be done to ensure this order is lifted and that no further injuries occur from preventable actions. As of 4pm on Friday October 9th a Safe Work report was sent by Pre-Con Builders to Workplace Safety and Health for approval. It will be reviewed on Saturday by the Officer assigned to the file. The intent is that the stop work order will be lifted prior to Tuesday for demolition work to begin again on the roof. A further report will be sent to Workplace Safety and Health for review to have the stop work order lifted on the roof replacement hopefully prior to Wednesday.

The demolition takes one day per section of roof and approximately 2 hours to put new material on the roof section.
At this point the timeline for completion is unclear. A lot of time has been lost as a result and updates will be provided once we have a better idea of where we are at.

The material for the arena is onsite today. Preparation work has been continuing with removal and replacement set to begin on Monday October 5th. Asbestos removal continues with all projects currently on schedule for completion on time.

The building committee for the arena renovation wants to provide an update on what is happening with the renovation project. The upgrades to our community arena have been in the planning stages for a few years but funding has been one of the biggest obstacles to this project moving forward. Applications were made in early 2009 to try to take advantage of infrastructure funding which might be available. The hope was to secure this funding in a timely manner which would allow the construction to proceed in the off season.

On July 14th the Federal Government announced a $600,000 grant towards the replacement of the roof of the arena. This money for the roof project must be spent prior to March 31st, 2010. This grant must also be matched by both the Town of Carman and the RM of Dufferin, there was no money received from the Provincial Government.

The committee started work immediately on the roof replacement bid process when the funding was made available and retained FWS Commercial Projects to act as project manager. After a competitive bid process Pre-Con Builders was awarded the tender for the roof replacement on August 12th. They are to be on site by September 30th and completion is scheduled for November 15th. The committee is aware of the problems this creates for the many user groups in the arena, and appreciates the support and cooperation of all these people. It is imperative that this work takes place prior to March 31, 2010 so that we do not lose the $600,000 in Federal Government funding.

VIEW IN PDF FORMAT

The project is proceeding in a timely manner taking into consideration that we are dealing with an older building which was constructed under different regulations than exist today. The exiting superstructure has been inspected by an engineer and is structurally sound and has adequate capacity for the upgrades planned. Some asbestos material has been found above some of the dressing rooms and its removal needs to take place prior to the roof in that area being replaced. This process is proceeding as quickly as possible so as not to create any delays in construction.

The remaining parts of the project are currently being finalized. This construction will proceed as soon as possible but without any further disruption to the arena season. These renovations will be complete by the start of the 2010 season. The scope of work will include exterior wall sheeting replacement and a complete upgrade of the inside facilities.

The Recreation office will be moved into the basement of Memorial Hall from the arena during construction. It will be located there until the project is completed.

There will also be fundraising taking place and the details will be available shortly. There has already been some money generously donated to this project along with a substantial amount of money committed from the profits of the 2008 Power Smart Manitoba Summer Games.

The committee is pleased that the project is finally underway and regrets the inconvenience of a delayed start to our Arena season.
